I ran the usual sweep on Sunday morning, 30 August 2026: agentic commerce announcements, AI payments at Visa, Mastercard and Stripe, stablecoin regulation, the bank consortium threads, the protocol trackers. Not one development dated Friday or Saturday cleared verification on this desk’s lens. The freshest genuine items in the window are the ones this week’s editions already carried: Hong Kong’s sandbox cohort from Thursday, the Wall Street Journal’s bank consortium report from Wednesday, the two Korean Visa agreements. A daily brief that padded a quiet Sunday with reheated Tuesday would be exactly the kind of publication I started this desk to avoid, so this edition is short and says so.

The diary, which does not take weekends

The United States Senate reconvenes on 14 September, having adjourned for its August recess without a vote on the CLARITY Act, the bill that would set the market-structure rules for digital assets and close the stablecoin yield loophole [1]. Every bank stablecoin plan this desk covered in August, from the BankChain Alliance to the commercial consortium that moved Circle’s share price on Friday, is being built ahead of that vote.

Under it sits the rulemaking with the hard dates. Treasury’s Notice of Proposed Rulemaking on section 3 of the GENIUS Act, issued 17 August, is taking public comments for 60 days from its Federal Register publication [2]. From 18 January 2027, issuing a payment stablecoin in the United States generally requires a federal or state licence; from 18 July 2028, digital asset service providers generally may not offer or sell stablecoins from unlicensed issuers at all [2]. The proposed rule’s job is to define what “issue a payment stablecoin in the United States” actually means, which is the sentence every offshore issuer’s counsel is currently reading twice.

If you run payments infrastructure, a quiet weekend like this one is when the comment letter gets written. The window is open now, it is measured in days, and a definition you did not argue for is one you will be complying with by January.
