On 18 September 2026 the Office of the Comptroller of the Currency gave conditional national trust bank charters to three stablecoin firms, Bastion Platforms, Catena and Agora [1] [2]. Law360 reported that all three plan to expand their stablecoin and crypto offerings as national trust banks [1].

Bastion put out its release that afternoon. As Bastion Platforms National Trust Company it will offer stablecoin custody and wallets, payment infrastructure and white-label issuance “from a single federally regulated entity”, and it says Sony Bank’s global stablecoin initiative runs on Bastion [3]. The charter converts the New York limited-purpose trust charter Bastion took on in February 2025, when it bought Dibbs Trust Company [2] [5]. Crypto Briefing reports that Bastion will take no deposits and carry no FDIC insurance [2], so a treasury policy that lists balances held there alongside insured bank deposits has them in the wrong column.

Catena is the one built around agents. Catena Labs, whose co-founder Sean Neville also co-founded Circle, applied on 18 May 2026 to offer custody, trust, conversion, clearing and execution services across fiat, securities and digital assets, including stablecoins compliant with the GENIUS Act, according to American Banker’s charter tracker [5]. Its tools let a person set spending limits, approved recipients, holding caps and audit trails before an agent handles the money, and The Block reported in May that the charter would make it “a regulated fiduciary for AI agents” [4]. The same tracker records Agora’s application, filed on 24 April, as mainly digital asset custody, investment advisory and stablecoin issuance out of New York [5].

The agent payment rail is carrying less money

Daily payment volume on x402, an open-source rail designed for AI agents, fell from $800,000 in January to about $40,000 in September, a 93% drop, American Banker reported on 18 September 2026 [6]. The same article counts 950 agentic-payment start-ups in Verda Ventures’ index, the largest category among the 6,000 stablecoin-related start-ups it follows, and cites Tracxn’s count of 1,091 agentic AI companies in the first quarter of 2026 [6]. Alex Witt, a general partner at Verda Ventures, told the paper: “The incremental lift to add agentic payments is low, and it will be a leap of faith for businesses to adopt this new tech from startups” [6].

TRM Labs had already looked at what that volume was made of. It examined about 198.9 million x402 transactions worth $52.7 million on Base, Solana and Polygon from May 2025 onwards, and after stripping out non-commercial activity found that only 0.6% to 7.5% of the remaining value looked agentic, PYMNTS reported on 15 September 2026 [7]. A conventional script can run exactly the same payment sequence as an agent, PYMNTS noted, and late-2025 traffic included activity consistent with meme-token minting [7]. For a merchant weighing an x402 integration this quarter, those numbers size a pilot.

Ant International will cover an agent’s mistakes

Ant International launched close to 100 AI products across Alipay+, Antom, WorldFirst and Bettr on 18 September 2026 [8] [9]. Account for Agent is a business account built for autonomous AI agents [9], which Ant describes as running on smart contracts with know-your-agent checks, monitoring and the means to intervene [8]. AgentSafePay offers what the release calls a “100% fund guarantee against losses arising from intent misinterpretation, malicious prompt injection or other agent-specific risks” [8], and FinTech Global described it as a fund-back guarantee against risks such as prompt injection [9]. Neither the release nor FinTech Global gives a cap, a claims window or the test for deciding that an agent caused the loss [8] [9].

Bastion will offer white-label issuance under its conditional federal charter [3], and Treasury is still defining what it means to issue a payment stablecoin in the United States. Its proposed rule on issuing, offering and selling payment stablecoins takes comments until 19 October 2026 [10] [11].
